Walnut Hill Water Treatment Plant, Massachusetts Water Resources Authority

LZA, working with Metcalf & Eddy under its project management contract with the MWRA, facilitated several VE studies on the 405 mgd Walnut Hill water treatment plant design alternatives. In response to the Massachusetts DEQ's treatment requirements, the design team prepared three concurrent design options: 1) filtration including pretreatment, dissolved air flotation settlers, ozone disinfection, filtration and corrosion control; 2) ozone disinfection followed by corrosion control; and 3) chlorine disinfection followed by corrosion control.

The estimated construction costs ranged from $140 million to $350 million depending on the option selected. Value engineering evaluations were conducted at the 30% and 60% design submittal stages for both the non-filtration and filtration treatment alternatives. Thus, many common components such as the 46 million gallon, earth-covered storage tank and post-treatment facilities were evaluated twice for each submittal.

A total of 90 VE alternatives was presented. Some of the proposed VE alternatives were mutually exclusive so a total of 42 VE alternatives were implemented with an estimated construction cost savings of $36.4 million.

City of Columbus Wastewater Treatment Facilities Upgrades, Capital Improvements Program 1998-2003

LZA, working with H. R. Gray & Associates, Inc. under its professional construction manager contract, facilitated VE studies for the City of Columbus' CIP. Project costs range from $500,000 to over $115 million, and included new work as well as upgrades and improvements. To date, LZA has led VE studies on:
