Concept Development (FACD/CHARETTES)
 
 
While Value Engineering can be applied to a project at almost any time in its design and construction cycle, the most effective practice for an owner is to perform VE at an early stage. This mitigates redesign costs, schedule delays, and disappointment for the owner, user, designer, and community members who have worked very hard to bring the design to a specific point.

Many owners have moved their VE programs to the Concept Development stage with great success. While the owner may not be able to quantify the value improvements in dollar savings as readily as, say, at the 35% design completion stage, the qualitative improvements signify true and improved value to the project.

Concept Development is a cooperative effort by the consultant architect-engineer (A-E) design team, the user/customer representatives, and the owner. A Concept Development Study is the development of a conceptual design in response to functional, aesthetic, environmental, planning, site, budgetary, life cycle, and other requirements.

The purposes of a Concept Development effort include to:

   Confirm project scope and budget
   Expedite the design
   Identify design issues early in the process and set the stage for resolution of these issues, and
   Ensure understanding of the project concept by all project stakeholders and facilitate "buy in".
