Debbie L. Kaplan, AVS, has 18 years experience in design, construction and project management, including ten years managing value engineering studies and programs.

Ms. Kaplan is a certified Associate Value Specialist who has co-facilitated VE studies and training courses, and helped manage a federal government agency value management program. She has been a project manager, value engineering program manager, co-facilitator and technical editor.

Debbie has organized more than 150 VE studies on construction projects.  A graduate of Frostburg State University, Ms. Kaplan holds a Bachelor of Science degree in Psychology. She is a member of SAVE International and acts as the President of SAVE’s National Capital Chapter.
