| Steve Havens is a registered professional engineer, an Associate Value Specialist, and a Project Management Professional with 23 years experience in industrial design, project management, and Value Improving Practices (VIPs). He has a strong background in product development, manufacturing, and vendor solicitation and selection for a variety of manufacturing corporations. |

Mr. Havens completed over 150 sessions and developed 12 VIPs for Kraft Foods as their Value Improving Tools Program Manager. These VIPs are proven effective for delivering improved project delivery through better team alignment, accelerated speed to market, reduced cost, and improved focus on meeting customer satisfaction. The 12 practices include VE, Design Approach, VE Risk Assessment, VE Peer Assist, VE Process Simplification, Design to Capacity, Technology Selection, Energy Optimization, Waste Minimization, Facilitated Work Breakdown Structure Exercise, Commercialization Alignment, and Project Health Check.
In the past four years, he has completed over 1,500 effort hours and 158 sessions facilitating Value Engineering, and documented over $20 million actual savings on funded projects.
Steve Havens strengthens LZA’s VIP services and industrial base. Prior to his experience at Kraft Foods, he worked for Gillette Stationery Products Group, Parker Pen U.S.A., Ltd., Rayovac Corporation, and Kimberly Clark Corporation. His Bachelor of Science degree in mechanical engineering is from the University of Wisconsin.

| Sound Transit Awarded at AASHTO Value Engineering Conference |
During the July 2007 American Association of State Highway and Transportation Officials (AASHTO) Value Engineering Conference, Sound Transit was awarded Honorable Mention in the category “Most Valued Added Proposal” of pre-construction engineering greater than $75 million. The award recognizes the work involved in the 755 Segment of Sound Transit Central Link Light Rail, extending approximately 5 miles, from the Boeing Access Road, to Southcenter Boulevard. The light rail guideway in this endeavor is elevated, and parallels or crosses over Washington State Department of Transportation freeways along much of its route.
Lewis & Zimmerman Associates, Inc. Vice President, Dave Hamilton, conducted an intensive value engineering study of the 30 percent preliminary design, identifying significant configuration changes forecasted to save $23 million and nearly 8 months of construction duration. Sound Transit implemented the recommendations into their final design. The potential savings identified in the study were validated by the bids received in this $234 million project.
Over the past 20 years, Value Engineering has become an ever increasing part of the transportation industry. The public transportation sector, faced with rising costs, now utilizes VE to better use dwindling resources, most recently involving VE in construction, design and process phases.
